    Hi Rachel;

    eBay clearly don't have any idea as Paypal has the same policy in this matter with different wording.

    What they (eBay) have said is that if the payment was made through Paypal then Paypal should be able to dispute this and claim the money back for you from the seller. If you log in to your Paypal account then you can raise a dispute with Paypal and they should resolve this for you.

    Both eBay and Paypal have money back guarantees but eBay seem confident that this doesn't fit under theirs but it does fit under Paypal's.

      Terry is it possible to make the chair usable without a lot of expenditure? Could someone local to you put it into a usable condition and if you no longer want it enable you to sell it on and get your money back that way? The other option is the small claims legal route. A simple form to fill in, a fee to pay and the court does the rest. The person you are claiming against has to pay or justify their actions. If they dispute your claim then there is usually an informal hearing before a court officer and a decision made. If they accept your claim then you get your money back and the court fee. If they don't accept then you are further out of pocket for the court fee but at least you will have tried every avenue. You usually get a fair hearing in the court.
